An RCC (Reinforced Cement Concrete) wall is a general term for any wall built using concrete and steel reinforcement. A shear wall is a purpose-specific structural wall — it can be built using RCC, but its design, placement, and reinforcement are calculated specifically to handle lateral shear forces. In short, all RCC shear walls are RCC walls, but not all RCC walls qualify as shear walls.
